Incremental value

One way to see this chart is that the level of English in Turkey is low.

Another way to see it, the more useful one in my opinion, is that the incremental value of speaking English in Netherlands is almost zero. However, the incremental value of speaking English in Turkey is almost infinite.

There’s a huge asymmetrial return on the ability to speak English in Turkey. Being able to speak English in Turkey revolutionizes your life and puts you into a part of the society that only about 3% of the people can access. Being able to speak English in the Netherlands makes you, well, like pretty much every Dutch person on the street.
